FONG Kai-Leung is the former Assistant Director of Social Welfare of the Social Welfare Department, Hong Kong Special Administration Region. He had spent his entire career in the Social Welfare Department and had diverse experience working in different welfare service settings, including children and youth, correctional, and rehabilitation services. During his tenure as Assistant Director (Rehabilitation and Medical Social Services), he had led his team to implement various community support, residential, vocational rehabilitation service projects for supporting the persons with disabilities at different stages of their lives.
He was also responsible for implementing the Enhancing Employment of People with Disabilities through Small Enterprise Project for assisting the non-governmental organisations to set up social enterprises for enhancing the employment opportunities for persons with disabilities. Under his steer, the pilot project of pre-school rehabilitation services for children with special needs and the pilot project for adults with high functioning Autism Spectrum Disorder had been implemented and expanded with notable result.
In addition, he had also actively involved in strengthening and re-engineering of the community mental health services in Hong Kong through the setting up of 24 Integrated Community Centres for Mental Wellness across the territory and the implementation of peer support service in community psychiatric services units. He retired from the Social Welfare Department in August 2018. At the present moment he is serving as member of various government committees and advisor of an education institution.
